With the creation of local bodies system in Islamabad Property
, the Capital Development Authority (CDA) would lose many municipal and
development functions to the local government and the Islamabad
Metropolitan Corporation.According to the Islamabad Capital Territory
Local Government Bill 2013 introduced in the National Assembly, the
Islamabad Metropolitan Corporation would execute and manage development
plans.With the passage of the bill by the two houses, the
CDA would have less attraction for the deputationists who prefer to join the civic body to other government organisations.The Islamabad Property Corporation would be headed by a mayor and it would also comprise deputy mayor, chairmen, vice chairmen, general councillors, women and youth members,
technocrats and non-Muslims.Presently, all these functions are being performed by the Directorate of Municipal Administration (DMA), Sanitation Directorate, Environment Wing, Roads Directorate and Culture and Sports Directorate. It would also regulate affixing of signboards and advertisements except where this function is being performed by the CDA. The metropolitan corporation would also collect approved taxes, rates, rents, tolls, charges, fines and penalties, regulate markets and services and issue licenses, permits, grant permissions and impose penalties for violations, manage properties, assets and funds vested in the local government.
